I have loved you all my life. I could not have chosen a better brother. You only thought of others and never of yourself. I have great respect and admiration for you. Life will never be the same for me.

Bill, a true gentleman who not only spoke morals but lived by them. A man whose office you left always knowing a little bit more than when you entered. A truly generous man in all: wisdom, humor and comforting words, when necessary. Some of my favorite Bill-isms: Never do in private what you wouldn’t do in public: Always pass on your knowledge as it helps all: Make your family proud because that is what it is all about.
To Elaine: The day he told me: “I can not imagine having to live a day on this earth without Elaine” we both almost burst into tears. You were the light in his eyes and the spring in his steps.
My deepest sympathies to the family has to live on without him but what a truly honorable, decent, and admirable man you have been lucky enough to have known, to love and to have been loved by him.
Elaine,
So sorry for your loss. My deepest condolences to you and your
family!
To Elaine and the larger Higgins family, Sorry for you lost. I seem to have lost touch over the years. Regardless, I have many fond and funny memories of Bill and summers in Marshfield. My thoughts and prayers are with you all.

To Elaine and Family,
I am so sorry to hear about Bill’s passing.
I had the pleasure of working with Bill at Stone and Webster and at PFI which is now Parson’s.
He was a true gentleman.
